Abstract:The coastal economic belt is of vital importance in the four in one overall layout of the “1+3” functional area.The coastal area of Jiangsu province mainly deals with the modern marine economy，while the port industry is the core.In recent years，the three cities have made great progress in port industry，but they are facing the bottleneck of development and lack of power.It is urgent to change from the government drive to the “chain owner”，to introduce or cultivate the leading enterprises or “chain owners” in local characteristic industries，and to encourage them to bring into play professional advantage or market advantage through relevant policies and measures.Invest or hatch industries and projects with competitive or developing potential in the industry.The key to the success of “chain owners” is that the selection of “chain owners”is appropriate，which must be in line with the influence of the industry，strong professional research，good communication and cooperation with the government，and strong financial strength.The most ideal type should be the state-owned enterprises，especially the central enterprises.To promote the development of “chain owners”，the first is to promote the construction of rapid transportation infrastructure.Two is to formulate policy support to encourage talent development as soon as possible.Three is to create a good atmosphere for scientific and technological entrepreneurship，and the four is to speed up the development of the living service industry in the three coastal cities.
