粤澳合作框架下的社会服务合作挑战与机遇

Abstract:Macao’s social services and health care are highly interdependent. As patients with chronic illnesses，including the elderlies and disabled people，are the main users of the health care system，long-term care services have always been the core of social services. Social Services provision has always been the Macao SAR Government’s major tools of improving the livelihood of the population. Most social services are delivered by local social organisations under the sponsorship of the Macao SAR Government，and so local organisations are relatively independent in developing these services. Constrains in land and human resources have cause bottlenecks in the development of social services in Macao. Under the Framework Agreement on Cooperation between Guangdong and Macao，civic organisations in Macao have continuously promoted collaboration with the public sector of the mainland in the provision of social services. The huge difference in the delivery modes of social services between Guangdong and Macao leads to big challenges for Macau’s social organisations to provide direct services in mainland China. The Macao SAR Government should consider switching the system from the supply side to the demand side by strengthening the present healthcare voucher system and services matching system. Based on the aforementioned systems，this article attempts to further analyse the elderly services and rehabilitation services in Macao under the framework of regional cooperation.
