2002~2017年澳门养老金制度的发展现状与未来方向

Abstract:The Macau Special Administrative Region government has invested hugely to improve the livelihood of the population since its establishment. Based on the economics，efficiency and effectiveness principles of New Public Management，the characteristics of the public pension systems between member countries of the Organisation for Economic Cooperation and Development （OECD） and Macau is compared. The contribution rate of Macau’s public pension is relatively low，while its handout is reasonable. The government has made reference to the World Bank’s five-tier pension system to develop an occupational pension system managed by government itself. Two suggestions are made for the development of pension system，including elderly employment （namely the diversification of the income of elderly population） and full utilisation of the experience of the Guangdong-Hong Kong-Macau Bay Area in developing their respective pension systems.
