Abstract:In the midst of booming economic development and rising worldwide standing，the Government is still facing various social issues，such as overloading carrying capacity，tight human resources and ageing society. Thus，social security system becomes the key for easing these social issues. Since Reunification，the standards and coverage of Macau’s social security and social welfare system have been improving greatly and systematically. The Government is also introducing the second tier of retirement benefit system or central provident saving account system. However，the concerns，including affordability，adequacy，sustainability and robustness of the social security fund always catch the public’s attention. Expectedly，the public consensus is a must for the social security fund becoming sustainable long-term system. This article analyses some public opinion on the development of social security fund，and proposes that，in order to resolve concerns such as adequacy affordability，sustainability and robustness，a careful reference to experiences from other regions is necessary. Combining with the improvement on consultation，residents of Macau should eventually have a full understanding and discussions on the policy.
