中国工程“走出去”：从坦赞铁路到亚吉模式

Abstract:Foreign contracted project is a comprehensive carrier of trade in goods，technology and services.It is of great significance to recognize and value its status and roles from a strategic perspective in China's history and today.This paper combs the history of China's engineering “going out”，and discusses the significance of China's aid to build the Tanzam railway，and expounds the three “1+N” multi-field engineering contracting，diversified industrial management and multi-market regional linkage of the Addis Ababa-Djibouti mode.It then analyses four characteristics of Chinese overseas contracting projects during the past nearly 70 years since the founding of the People's Republic of China，for example，from government aid to market orientation，from single industry chain output to whole industry chain output，from project construction projects to deepened cooperation projects，from only one single company to “going out” in groups.Finally，in order to further promote the development of China's foreign project contracting，this paper puts forward some policy suggestions from five aspects，namely strengthening policy guidance，promoting Chinese standards，improving financial services，standardizing industry order，and innovating business models.
