金砖国家技术创新政策比较研究

Abstract:The future sustainable development of BRICS countries must rely on institutional arrangements of technology innovation policies. Construct the three-dimensional comparative research framework of technology innovation policy objectives，instruments and execution of BRICS countries，and comprehensively compare the policy design of the BRICS countries，that is，compare the existing technology innovation policy distribution of the BRICS countries from the spatial and horizontal aspect，and compare the differences in technology innovation policies between BRICS countries in four stages as well as full stage along the time axis，and explore the regulations and differences in the evolution of technology innovation policies of the BRICS countries. Based on the analysis results，the paper proposes that scientifically construct China’s technology innovation policy system from three dimensions：policy objectives，policy instruments and policy execution：①creating a mission-oriented policy objective with a Chinese-style competition paradigm and pursuing horizontal diffusion of knowledge；②coordinating the design of supply-oriented policy instruments，rationally arranging environment-oriented policy instruments，and vigorously promoting demand-oriented policy instruments；③strengthening the sustainability of technology innovation policy execution and ensuring the effectiveness of technology innovation policies.
