Abstract:The international cooperation system is undergoing profound changes. The actors of aid system diversified from the previously dominant traditional donors such as the United States and European countries to emerging economies and other multilateral organizations. The main form of international cooperation which was mainly driven by the North-South cooperation and supplemented by the South-South cooperation has been changed. South-South cooperation is becoming equally important to North-South cooperation. The concept and modalities of South-South cooperation even has been leading international development cooperation. An apparent example is that the OECD DAC decided to introduce the broader concept of “Official Total Support for Sustainable Development (TOSSD)”,which is undoubtedly influenced by the Chinese approach of development cooperation by combining aid,trade and investment. The new South-South cooperation faces the challenge of building up its own development knowledge and experience from a southern perspective,promoting the transfer of parallel experiences between South and South countries,and coordinating the South-South cooperation and North-South cooperation. In the context of counter-globalization,new South-South cooperation has to shoulder the new responsibility to provide more public goods for global governance,to provide new ideas and solutions for global problems,and to actively shape the international cooperation system.
