Abstract:At present,the risks that are more concerned in the construction of “the Belt and Road” are mainly concentrated in geopolitics,cultural differences,ethnic religions and terrorist forces. As infrastructure construction is the core carrier of “the Belt and Road” construction,the most important risk of infrastructure construction is not only to guard against the risks mentioned above,but also the inefficient allocation of international public goods and private products of other countries. However,this risk has not yet received due attention. First,this article analyzes the basic attributes of “the Belt and Road” as an international public product and how to supply it from the perspective of public goods. Then,starting from the balanced allocation of resources,it analyzes the importance of “the Belt and Road” construction as an effective allocation of international public goods and private products in the international market to promote the construction of “the Belt and Road”. At last,it provides several suggestions to prevent such risks.
