国际安保规制的建设：现状、进展与经验借鉴

Abstract:With increasing overseas investment and project development under the “Belt and Road Initiative”（BRI），China is facing challenges of national interests protection，meanwhile a quick growth of market opportunity for Chinese security industry. It’s obviously important to regulate and guide the security industry stakeholders in a healthy way，particularly those private security companies（PSCs） conducting overseas operation. The international regulation of private security industry over several decades witness an international legal framework established，among them，the Montreux Document and the International Code of Conduct for Private Security Service Providers are most core documents. The long international regulation history reflects a multi-stakeholder co-governance mode，with a balanced emphasis of different functions of government，enterprises and civil society. It will take time for China’s security services going abroad and become mature. The main players should actively adapt to the industry transformation from a normal environment to “a complex environment”. At present，speeding up security industry regulation and legalization become a high priority for China，meanwhile the private security providers should make efforts to enhance capacity building and play a good role in facilitating the security protection system construction for “Overseas China”.
