2018年度中国领事保护机制建设——基于中国外交部领事服务网报道的分析

Abstract:This paper summarizes the progress of China’s consular protection mechanism in 2018，and analyzes its characteristics according to reports published on the website of Consular Service，Ministry of Foreign Affairs of China. MFA emphasizes providing legal support to consular protection，improving citizens’ law-abiding consciousness and no protection for citizens’ “illegal acts”. The mechanism of liaison officer of consular protection has matured gradually，which to a certain extent，alleviates the pressure brought by the shortage of professional consular personnel. Chinese embassies and consulates have set up liaison and coordination mechanisms involving local government departments and local Chinese citizens. Publicity on consular protection and prevention mechanism are more targeted，different contents for different groups of citizens. The participants in the construction of emergency mechanism are diversified and the procedures of emergency disposal are clear. In the process of emergency disposal，MFA，Chinese embassies and consulates release information timely，let the public understand the detailed process in order to lead public opinion.
