杨浦区社会资本参与养老服务事业的现状、困境和建议

Abstract:The private capital investment and social participation are important for the development of the social service system for the elderly. This report reviews the current situation and work experience of social forces involved in the establishment of old-age care institutions and services since the 13th Five-Year Plan in Yangpu District of Shanghai，where is in the trend of deep aging. In addition，the current difficulties and problems are analyzed in detail. Finally，from the perspectives of working mechanism，policy，service and supervision，six suggestions are forwarded to increase the attraction and guidance of the social participation，focusing on the problems of underequipped，understaffed，simplification of care provision，and the unsatisfied quality of service.
