2018年陕西科技扶贫调查报告

Abstract:In 2018，Shaanxi Province has made new explorations and developments in using science and technology as method to poverty alleviation. It has made great progress in improving policy system and promoting the innovation in entrepreneurship and poverty alleviation.The study finds that there are problems in using science and technology as method to poverty alleviation such as equating funds of science and technology poverty alleviation as industrial development funds，no science and technology commissioners incentive mechanisms，and so on. There are some shortcomings in management system and technology promotion. This paper proposes that we should further promote reforms and improve the precision of science and technology poverty alleviation from reforming research and development organization mode，reforming the science and technology commissioner system and exploring effective ways of science and technology promotion.
