澳门官员问责制度的建设实践
文章摘要:自回归以来,澳门官员问责制的实践经历了筹备谋划、制度出台及敦促落实三个阶段。澳门官员问责制分为领导及主管问责和主要官员问责两种类型,实践困境主要体现在官员间权责关系不明确、官员的绩效评审难以区分、官员调任有回避问责之嫌、官员问责方式相对缺位等几个方面。未来澳门官员问责制的改革,需要确立以行政问责为中心的官员问责体系,突出领导及主管人员的特定责任问责,规范官员问责的运作程序。
