江苏产城融合发展的主要进展与对策

Abstract:With the development of new-type urbanization，the philosophy of constructing Economic and Technological Development Zones（ETDZs）also evolves from separating them from cities towards integrating，so that cities and ETDZs can mutually support each other and co-develop. This paper reviews the process of applying the idea of integrating ETDZs and cities in Jiangsu Province；the paper concludes，mainly via the case of the comprehensive reform based on this idea in Changzhou，three main policies of integration，including adjusting city planning to accommodate spaces for different functions such as living and servicing，improving infrastructures such as transportation and IT to bridge industries and cities，and strengthening public services to build living and working friendly cities. Lastly，this paper proposes three directions of policies to further make the idea of integration into effect in the reality：integrating manufacturing，living，and planting spaces，upgrading city infrastructures and management capacities，and improving the supply and the guarantee of public services.
