Abstract:The report of the Fourth Plenary Session of the 11th CPC Committee of the Guangzhou Municipal Committee put forward new and higher requirements for the medium and long-term development of the people's livelihood in Guangzhou. Compared with the average development level of high-income countries in the world， there is still a clear gap between Guangzhou's income level and its fairness， public spending power and structure， social education and cultural level， and the overall living environment. In the next three years， Guangzhou should focus on improving the quality of employment， optimizing the talent environment， orderly updating the city， urban environmental management， environmental pollution control， balancing the development of education quality， building a healthy Guangzhou， and improving the social security system， so as to reduce the gap from the international standards of the people's livelihood.
