Abstract:After the establishment of Xin-Yi capital supervision office，the political pattern of the confrontation between Yili and Dihua took shape in Xinjiang. In the end，Yang Zengxin reached an agreement with Yili through his skillful political methods in the negotiations. This is the result of the two sides' concern for the country and the people and safeguarding national interests. The two sides insisted on national unity and avoided further internal strife. In the stage of serious situation of aggression and its strength is not strong，the unification of administrative power between Xinjiang and Yili avoids to give an excuse for foreign intervention in the interior，also enhance its own fighting capacity. This situation gives Yang Zengxin a condition to solve the problems in Hovd，Altay and Russia-Kazakhstan refugees. Restricted by historical conditions，the power of “Yili Revolutionary Party” was gradually dissolved by Yang Zengxin. Yang zengxin's political behavior is a natural reflection of a political figure under historical conditions，which objectively promotes the territorial integrity and independence of Xinjiang.
