文章摘要：清末新疆首府在清廷“裁汰绿营，改练巡警”的带动下，开始筹办近代警政。本文利用新近影印出版的档案材料，详细探讨了因史料不足被以往学者忽视的清末新疆巡警的种类职能、巡警组织及职务、巡警工作守则及日常规范等巡警体系建设情况，试对巡警体系做系统化梳理。
