文章摘要：本报告从哈长城市群生态环境的地域特征出发，阐述了哈长城市群生态环境一体化发展的必要性；对哈长城市群生态环境发展进行了评价，提出了哈长城市群环境保护总策略；在对生态环境进行功能分区的基础上，提出重点打造“三群、四区、五脉”的景观生态空间格局，并从分区保护与分类保护两个方面提出了具体的保护对策。
