Abstract:“Chuang Ke” is a fashionable hot word in recent years. Especially after the “mass entrepreneurship and innovation activity week” in Shenzhen，“Chuang Ke” has once again become the focus of attention of the entire society. For local governments，to guide “mass entrepreneurship and innovation，” and to support and encourage outstanding “Chuang Ke，” it is necessary not only to have supporting policies and measures，but also to build a corresponding breeding platform. The development experience of Shenzhen has provided a successful model for the country’s innovation and entrepreneurial activities and specific experiences that can be replicated and promoted. This report analyzes the opportunities and challenges of creating a venture business based on systematically analysis of the environmental support for the development of the Chuang Ke of Shenzhen.
