中国海洋生态文明示范区建设发展报告

Abstract:Marine ecological civilization construction of the demonstration zone is the “new standard” and “experimental field” of China's marine ecological civilization construction .This paper reviews the construction and development of the year 2016 Chinese marine demonstration area of ecological civilization from three aspects：marine ecological system，marine ecological technology and marine ecological consciousness.Three main development characteristics are summarized：the top-level design has been continuously strengthened；the system has been gradually improved；the self-construction has achieved remarkable results.And this paper also points out several existing marine ecological civilization construction demonstration area of insufficient，mainly including：a high degree of coastal land-based pollution；a simple and extensive use of marine resources；a backward marine science and technology；a weak awareness of the public marine ecology.Facing the shortcomings，some suggestions are put forward，including：providing legal and institutional guarantee effectively；adhering to the principle of both development and protection；promoting marine science and technology innovation；improving marine ecological consciousness.
