上海市中小学生“减负”新政：反思和建议

Abstract:Through interviews and surveys of elementary and junior high school teachers and parents and based on reviews of the past 15 years of “Burden Alleviation” for elementary and junior high school students in Shanghai，this article reflects on a new round of “Burden Alleviation” policies in 2017 in Shanghai.The reasons why “Burden Alleviation” for elementary and junior high school students has not been effective for many years can be attributed to the fact that the schooling competition around the “primary-to-junior transition” and the disorderly development of the education training market.Therefore，it is necessary to understand the causes and policies of “Burden Alleviation” more rationally.Regulating the education and training market may impact the “demand side”，but the key point of “Burden Alleviation” is to change the “supply side”.
