上海市中小学生“减负”新政:反思和建议

文章摘要:本文通过对中小学教师和家长的访谈和调研,对上海近十五年减负政策的回溯,反思2017年上海市新一轮“减负”政策。认为中小学校学生“减负”多年难奏实效、学生学业压力不减反增的原因,在于围绕“小升初”的升学竞争,以及教育培训市场无序发展,迫使家长自愿加负。因此,需要更加理性地认识“减负”的成因和施策,单纯整顿规范教育培训市场是从“需求侧”发力,但“减负”的关键是在改变“供给侧”。

Abstract:Through interviews and surveys of elementary and junior high school teachers and parents and based on reviews of the past 15 years of “Burden Alleviation” for elementary and junior high school students in Shanghai,this article reflects on a new round of “Burden Alleviation” policies in 2017 in Shanghai.The reasons why “Burden Alleviation” for elementary and junior high school students has not been effective for many years can be attributed to the fact that the schooling competition around the “primary-to-junior transition” and the disorderly development of the education training market.Therefore,it is necessary to understand the causes and policies of “Burden Alleviation” more rationally.Regulating the education and training market may impact the “demand side”,but the key point of “Burden Alleviation” is to change the “supply side”.
