文章摘要：本报告首先分析了宁波、上海、天津、大连、青岛等沿海蓝色经济领军城市的蓝色经济发展现状，其次针对蓝色经济领军城市现状设计了发展水平评估指标体系，并对宁波、上海等城市做出评价；最后，就评价结果对青岛与其他沿海蓝色经济领军城市的发展制约因素进行辨析，并提出相关建议。
Abstract:This paper first analyzes the status quo of blue economy in San Francisco， Tokyo Bay and other cities such as Ningbo， Shanghai， Tianjin， Dalian and Qingdao， and analyzes the experience of successful development of foreign blue economy leading city.
