文章摘要：我国海洋科研教育管理服务业已经进入一个稳步增长的发展阶段。随着海洋事业的迅猛发展，以及海洋开发对科技的依赖和技术服务的需求，客观上要求海洋科研教育管理服务业有更大的发展。本报告对中国海洋科研教育管理服务业的发展现状和制约因素进行了详细分析，并运用灰色预测法、指数平滑法、神经网络法等实证模型，对未来的发展前景提出合理预测，在以后的发展过程中应当重视海洋科技的发展，大力培养海洋科研人才。
