Abstract:In order to implement the major national strategic decisions of the Belt and Road initiative，the Tianjin Municipal Government issued the “Implementation Plan for Tianjin City's Participation in Building the Silk Road Economic Belt and the 21st Century Maritime Silk Road.” The Municipality has established development goals and overall strategic layout and set up Tianjin's leading office for carrying out the Belt and Road Initiative. The leading office of Tianjin has conducted active planning and achieved fruitful results in five key areas，namely infrastructure construction，industrial technology cooperation，financial openness and innovation，economic and trade cooperation expansion and cultural exchanges and cooperation.
