Abstract:The initiative to establish a “New Word Information and Communication Order（NWICO）” fell through in the last century. The worldwide spread of the Internet has accelerated the globalization of information and we have to face the problems of the NWICO again. The world’s Internet development is uneven and the order is unjust，especially in the field of Internet access. Digital divide limits the globally spread of information and also hinder the establishment and development of the NWICO. We hope there is an interconnected world shared and governed by all. As a result，every country should try to promote the amount and quality of the Internet access，and all of us should work together to build a Cyberspace Community of Shared Destiny.
