Abstract:This article explores the way to realize the modernization of the Internet and the national governance ability from the concept of social capital. The article holds that the Internet plays an important role in promoting the increase of social capital and promoting the social capital of netizens. Internet acted as a learning tool has enhanced the self-worth of Internet users and acted as access to information and expression tool has expanded the individual living space.The article explores ways to use the Internet to promote cultural social capital. The article holds that the social norms and trust will be projected to the Internet，the network also has to comply with the rules. Only to strengthen the norms of cyberspace can maximize the mutual benefit and sharing nature of the internet. The rule of law on social norms and governance in reality will help build a good cyberspace environment；in turn，good cyberspace will increase social society in reality.The article proposes that to strengthen the social management innovation can make use of the social capital theory. Social comprehensive management can combine the governance of reality and cyberspace to promote the “positive capital” of the society and reduce the “negative capital”. The most important thing for now is to combine the government management and service well together. Administrative department should possess a positive and creative thinking，and use innovative ways of working to adapt to the new situation of social governance，which has changed by the rapid development of the Internet.
