Abstract:Southeast Asia occupies a critical position of the Maritime Silk Road and China-ASEAN cooperation is of strategic significance to China's The Belt and Road Initiative. In recent years，ASEAN countries have witnessed the growth of IT industry in leaps and bounds，but the gap between them is still very large. There is a huge infrastructure demand in many ASEAN countries. Most ASEAN countries attach great importance to the development of their IT industry and have issued favorable policies to serve this end，which creates a good opportunity for China to strengthen cooperation with them. China should，under the premise of fully assessing risks，strengthen communication infrastructure development，promote government-nongovernment dialogues，and use infrastructure to provide multi-level wide-ranging information services.
