构建广州全球船舶登记中心改革创新路径研究

Abstract:The constrast between China's strict registration system implemented and open registration system among many advanced countries results in the increasing cases of Chinese ships being registered abroad. With advantages such as favorable location，flourished hinterland，relatively complete infrastructure，advantaged waterway and existing tax laws，Guangzhou is possible to attract more ships if adopting the global ship registration system. Guangzhou need reform and innovate to reduce restrictions of registration，expand ship business，implement favorable tax policies，and provide supporting services to enhance Guangzhou's attractiveness for international ship registration with the aim to accumulate resources of global shipping lines，shipping services，shipping finance，crew，logistics and etc.
