Abstract:The Regulatory Guidelines on Public Policy Consultationsdetermined seven principles，three stages and mechanisms for coordination for public consultation in Macau. Under these Guidelines ，public policy consultations in Macau have become further standardised in 2016，demonstrating the basic features of active public participation，meticulous government preparation，and high regard for feedback. In the meantime，public consultations in Macau have also exposed faults such as insufficient coordination，over-consultation，lack of data，and deviation from public opinion. It is therefore necessary to further improve the Guidelinesas well as the coordination，categorisation，information management and consensus-making mechanisms.
