社会组织类型与服务承接的差异性困境——以上海市奉贤区Z镇政府购买服务经验为例

Abstract:Government Purchase Service is now an important policy tool in China，but its practices is far from its ideal expectation. It seems that the existing literature from state perspective or from society perspective have problem to analysis the dilemmas of Government Purchase Service，especially，both of the two perspectives means large “unit” consideration，which could blurred the analysis. The article tries to shrink analysis “unit” to Town-level. By focusing on the experience of “Z” Town in Shanghai suburb，the article distinguishes different types of social organization and their different dilemmas in public service delivery process. The experience of “Z” Town has a good theoretical revelation that，only when social organization have “community embeddedness” and “state embeddedness” is positive，the good public service delivery could be possible in Government Purchase Service.
