Abstract:This paper has focused on the relationship between social enterprises（SEs） and profit-maximizing enterprises（PMEs），and theoretically put forward and discussed a group of related issues with the logic of how the survival and development of SEs can be as the main line，including：how the existence and development of dual-target enterprises can be，how the SEs that are not fully recognized by the society can survive，whether the SEs with no guarantee of competition in the enterprise group will be marginalized by the PMEs，whether the SEs will fall into the trap of becoming the soft budget constraint enterprises，what the auxiliary incentives for the SEs operators to steadily pursue social values are，whether the SEs will represent opportunistic behaviors，What kind of property rights structure can enable SEs to exist and develop，What the potential impacts of the development of SEs on PMEs will be，etc.
