Abstract:At present，the global electronic information industry has further deepened its deployment，adjustment and resource allocation worldwide. The market share of emerging economies in the industry kept growing，while that of developed economies declined slightly. Technical revolution kept breaking out in the industry. The integrated development of manufacture and information technology represented by “Industry 4.0” has become a global industrial trend. The National Manufacture Innovation Plan launched by the US further enhanced the important status of technical innovation in industrial development and economic recovery. Electronic information technology’s role in economic development attracted more attention. In 2016，major countries and regions such as the US，Japan，the EU，Korea，India successively rolled out a series of policies and measures to promote the innovative development of the industry.
