Abstract:Facing the lack of free open public cultural data and the insufficient reuse of these data，France started the “Etalab” projects to promote data opening and data re-use and accelerate development. The government has built a public cultural data reuse management system based on the 1978 law，gradually improved the re-use of development programs while accumulating public cultural data，and turned some data of intellectual property rights “public” through macro control（by means of government purchases for example），so as to promote the comprehensive and balanced development of cultural institutions，and innovate for the future development of the knowledge economy.
