日本中小企业信用补充制度及其启示

Abstract:An effective solution to solve the financing problem of small and medium-sized enterprises（SMEs）is to share the high transaction cost of SMEs finance by the all the society. The credit enhancement system of SMEs，which makes use of public funds to guarantee the private financial institutions in providing loans to SMEs and diversifying risk by sharing the cost by all the society. Japan has built up a credit enhancement system of SMEs both on the nationwide and local levels including financial guarantee and re-guarantee，which has become one of the two pillars of policy-oriented finance of SMEs in Japan. The building and management of Japanese credit enhance system of SMEs have significant implications for developing SMEs in China.
