Abstract:Basing on the process of development of marine ecological civilization demonstration zone in the past three years，this paper discusses the basic connotation of demonstration zone in detail and the basic feature of the development process.At the same time，it predicts and judges opportunities and challenges of construction and development，and finally reasonable suggestions are put forward.In general，the construction of marine ecological civilization demonstration zone needs to combine the environmental protection with development guarantee.Nowadays，the basic feature of the construction of marine ecological civilization demonstration zone includes the completed preliminary of top-level design，the solid progress in institutional innovation and the great achievement of independent construction；new opportunities are the development of information renovation，the new normal of economic development，the giant impetus of top-level design and the widespread influence on the increase of the number of demonstration zones；while there exist some challenges which china should face，including the imperfection of institutional improvement，the inadequate reform of some regional fields，the difficulty of industrial transformation and upgrading，the prominent problem of ecological environment and lack of marine ecological cultural atmosphere.Thus，the systemic construction of marine ecological civilization demonstration zone should be referred to the agenda，China should pay much attention to its developing state and master its stage characteristics to plan scientifically，and attach much importance to the use of “ecological environment，ecological economy，ecological culture，ecological society，ecological management” in the pursuit of ecological civilization value elements integration and synergy.
