上海潜在的化学品污染风险及防控管理

Abstract:Shanghai Municipal Government has attached great importance to the environmental safety management of chemical products and industries, and put preventing chemical pollution to eliminate its environmental risk as one of the important targets to ensure the city's security. Over recent decades, SMG has put a lot of efforts in improving the management and supervision for toxic chemical production related enterprises in order to keep advancing the citywide chemical products management to avoid the environmental risks induced by the production and usage of such chemicals. Based on the comparison of risk management legislations on chemicals in developed countries, this study provided an assessment on chemicals risk management in China and Shanghai. With valuable experienced learnt from developed countries, constructive suggestions were brought forward, including the establishment of new chemical notification systems, improvement of prioritized chemicals control system, development of chemicals environmental risk assessment mechanism, strengthening of the pollutant release and transfer registration, and establishment of necessary database for chemicals products and related industries, so as to develop an environmental risk mechanism in Shanghai featured in prevention prioritized, source management highlighted and whole-process covered.
