生活垃圾管理“十二五”规划成绩单

Abstract:In early 2015，China Zero Waste Alliance（CZWA）established a working group to review the implementation of the 12th Five-year Plan for Sound Municipal Solid Waste（MSW）Treatment in Cities and Towns around the Whole Country. The result shows that the limited information disclosed by government confirms that many targets set by the Plan have not been fulfilled，only except the rate of sound MSW treatment. It also reflects that there is lack of seriousness for the implementation of the Plan，which could hardly restrain the work of relevant government departments. The working group recommends the State Council and relevant ministries that in order to pave a clear blueprint for the next five years or even longer period of the future with regard to MSW management in China，the drafting of the 13th Five-year Plan on MSW needs to be based on a thorough investigation of the achievement of the 12th Five-year Plan and involve more public participation.
