The government introduced strategic plans to push forward technology frontiers in order to win the future and get ready to meet great challenges，with a view to leaving a legacy In terms of scientific policy. Two major bills for science and technology development，namely the American Innovation and Competitiveness Act and the 21 Century Cures Act，were also passed by the Congress just before Obama left office.
