珠海市斗门区生态农业发展的财政支持研究

Abstract:Agriculture is the foundation of national economy and social development. Promotion of modern agriculture is the foundation and key of agricultural sustainable development. Because of the public product and quasi-public attributes of ecological agriculture development，its externalities and the vulnerability of agricultural production itself，it’s hard to achieve the goal of ecological agriculture development by market resource allocation means. From the perspective of economic attribute of ecological agriculture，it’s necessary to promote the development of ecological agriculture by financial supports. After investigation of ecological agriculture development in Doumen District，Zhuhai Province，and the analysis of fiscal financial supports for ecological agriculture development invested in Doumen district，we come up with following suggestions：firstly，establish and improve the system of the financial compensation and insurance in agricultural risk；secondly，discover new functions of ecological agriculture by financial supports；thirdly，cultivate innovative talents in agricultural science and technology，and establish innovation system of agricultural science and technology；fourthly，lay out effective tax policies；and finally，employ the leverage of finance，guide the social fund flow to the ecological agriculture field.
