Abstract:The 13th Five-Year period，is the critical period of expanding blue economic field，adjust and optimize the economic structure. The macro background and market demand of marine economic have changed profoundly，the contradiction between resource environment and economic development has become increasingly prominent. Under the new situation，the task of the green transformation of the marine economy will be more urgent. This paper discusses the connotation of the green transformation of the marine economy，the main factors and the main path，analyzed the international situation of the marine economy in China，summarized and sorted out the present problems existing in the marine economy in China，and combined with the situation of marine economy，puts forward the corresponding countermeasures and suggestion from the top-level design，resource assessment，scientific and technological innovation and financial investment.
