文章摘要：“21世纪海上丝绸之路”建设将会形成以海洋地域为特点的中国话语体系和政治影响力。海洋地缘政治环境错综复杂，既有美国冷战思维主导下的海洋秩序观制衡新兴大国的崛起，又有海上通道安全面临非传统安全的威胁。因此，中国在海上丝绸之路和海洋强国战略建设以及维护中国的海洋权益过程中，需要在各种压力和复杂海洋安全环境下应对挑战走出“安全困境”。
