国际核安全形势与核安全治理现状分析

Abstract:After the Cold War，nuclear security has been placed high on the world political agenda. Main contents of international nuclear security include nuclear arms control and disarmament，nuclear nonproliferation，prevention of nuclear terrorism，and safety of nuclear materials. Since 2014，against the background of the Ukrainian crisis，the U.S. and Russia have engaged in intensifying nuclear strategic competition. In addition，potential threat of nuclear terrorism cannot be neglected and the safety of nuclear materials is in jeopardy. Though the Iran nuclear deal has been clinched as an outstanding accomplishment in the field of nuclear non-proliferation，the world is still faced with a deadlock on the North Korean nuclear issue. In international nuclear security governance，only limited progress has been achieved. Nuclear threats in the military field are attributable to security dilemma among major countries and their strategic options. The international nuclear nonproliferation mechanism obviously lags behind the changing situation of nuclear security. Peaceful use of nuclear energy increases the risk of nuclear security. The complex international situation of nuclear security poses a challenge to China’s national security. Therefore，Chinese leaders have put forward new nuclear security concepts，and actively engage in international nuclear security governance.
