Abstract:The face of climate change of global environmental,social,and economic disaster,many countries and regions have formulated the plan and take action,as a city of New York of climate change in the global urban governance has been at the international leading region,to lead the global cities to carry out the elasticity of urban construction. In this article based on elasticity of New York City construction development,analyzed the elasticity of the challenges and opportunities faced by urban construction in New York City,future goals and four major goals in 100,and specific measures to realize the four main objectives. Finally,comparing the similarity of New York City and Shanghai,from the Resilence of urban construction,investment,regional cooperation,the government management of the four aspects put forward enlightenment for elasticity of urban construction in Shanghai.
