Abstract:The Construction of the Characteristic Town of Zhejiang Province，which regards tourism as one of its four major functions and puts the building 3A and plus visitor attractions as an important indicator of acceptance，opens a huge space for the development of Zhejiang tourism and carries out useful explorations in the institutional innovation of regional tourism development. These useful explorations including clarifying the relationship between government，enterprise and market，establishing the coordinative mechanism and breaking through the policy restriction in tourism development，fostering new tourism business pattern and realizing multi-regulation，provide lots of valuable experience.
