里约热内卢贫民窟治理中的社会力量作用

文章摘要：贫民窟严重制约着里约热内卢的发展。为了保证2014年世界杯和2016年奥运会的顺利举办，里约热内卢政府加大了对贫民窟的整治力度。本文以联合国教科文组织有关里约热内卢贫民窟的研究报告为基础，对里约热内卢的贫民窟发展态势进行了梳理，并从警民关系重塑和非政府组织参与贫民窟治理两个维度对里约热内卢贫民窟治理中社会力量的作用进行了分析，最后提出了几点对中国城市治理的启示。

Abstract:Favela is one of the most urgent issues in Rio de Janeiro and it restricts the development of Rio seriously. Abstract:Favela is one of the most urgent issues in Rio de Janeiro and it restricts the development of Rio seriously. In order to ensure that the 2014 World Cup and 2016 Olympic Games can be held successfully，the Rio’s government increases the favelas’ intensity of remediation. Based on the research of the UNESCO（United Nations Educational，Scientific and Cultural Organization），the paper analyzed and summarized the characteristics of the Rio’s favelas. Then we discussed the functions of sociability in the process of the favelas’ governances from two sides：the relationship of police-community and the role of NGOs. In the end，some policy suggestions were proposed.
