全球化遭遇挫折，国际城市升级能力分化加剧——2017年国际城市2.0评价报告

Abstract:Based on the index system of international city 2.0 evaluation proposed by the International City Development Report，this paper analyzes the 40 cities observed from 7 dimensions，such as comprehensive capacity upgrading，et al. The results show that the comprehensive upgrading capacity，social upgrading capacity，ecological upgrading capacity，governance upgrading capacity and spatial upgrading capacity are in the same trend，and the cities upgrading capacity have higher scores with the left-side distribution. Economic upgrading capacity and cultural upgrading capacity of high score city are still less. The cities with lower cultural upgrading capacity are the most，indicating that currently the gap of international economic and cultural upgrading gradually expand，the stronger cities still are the stronger，the weaker cities have catching up pressure. The general trend of the convergence of comprehensive capacity and the polarization of innovation capacity indicates that the city government needs to pay much more attention to the promotion of economy and culture in innovation.
