中英乡村建设比较与借鉴研究

Abstract:This paper mainly expounds the experience and effectiveness of rural construction in the UK and the developing situation of it in Henan province and in China from five aspects：industrial development，infrastructure construction，environmental protection，social development and management system. The UK is the first country in the world in realizing the transformation from tradition to modern in rural construction that it has achieved a high degree of modernization. There are so many differences in rural construction between China and the UK，such as the construction idea，construction starting，planning and design，construction level，industrial structure，policy support，management mode，social system，urban-rural integration and path mode. We can get a lot of valuable inspiration and reference from the successful practice of rural construction in the UK，develop the synthesis of agriculture，industry and commerce，promote the agricultural and rural informatization，improve the rural legislation and enforcement，enhance the rural environmental protection，perfect the rural public service system，strengthen the agricultural support and protection policies，take full play of the government’s role in the rural construction，and so on. This paper emphasizes that China and the UK should expand and deepen their cooperation in the field of rural construction on base of equal and mutual benefit and common development under the background of China’s implementation of the Belt and Road initiative and promotion of the new rural construction. It is necessary to take full play of Henan’s export market advantages on agricultural goods and services in the UK，expand China’s investment in rural infrastructure construction to the UK. And，it is essential to introduce the advanced technology of modern agriculture，environmental protection and rural construction from the UK to China，and improve the communication of education，health，culture and sports in rural areas between the two countries.
