Abstract:Based on the analysis of Central Plains Economic Region national strategy of Chinese historical civilization inheritance innovation zone under the background of the significan ce of strategic thinking，put forward the research topic and is located in the Central Plains Economic Region core sphere of Zhengzhou，Kaifeng，Luoyang and other eight cities as an example，analyzes the urban leisure industry high employment contribution，stealth industry advantage and development of dominant space layout characteristics，and puts forward the core layers of cities should implement the strategy of regional coordinated development strategy，industrial cluster and government leading strategy，competition strategy，development of urban leisure industry，promote the new urbanization process.
