Abstract:As the Internet infiltrating through every fields of the society，cyber security has become a matter that concerns national security and stability. As a consequence，countries around the world pay high attention to the top-level design，by updating cyber security strategies and improving cooperation with other countries，in order to share the risks and responsibilities in the governance of global cyberspace. In 2015，global cyberspace was diminished by cyber-terrorism and several incidents，like Hikvision products are attacked by Black Swan，and hackers attacked the ground operation system of LOT Polish Airlines. However，good signs could also be observed，including the expanding of industrial scale，the improvement of international cooperation，the development of smart city construction，the rising of the concerns of global cyber governance. In the future，cyber terrorism，attacks and crime would continue to pose more severe threats to national security，which demands close cooperation among global actors，other than their accelerating competition over cyber-arms and discourse power.
