文章摘要：目前，日本对中国“一带一路”构想的关注度不高，其原因在于这一构想宏大而复杂，从日本人的视角来看，其目的并不清晰，即“一带一路”究竟是“国际公共产品”，还是追求中国国家利益的通道。若为前者，则日本或其他国家应立即参与“一带一路”建设，同时，通过亚洲开发银行与亚洲基础设施投资银行进行合作，并鼓励民间企业参与，日本应对“一带一路”构想发挥作用。
